The way I see it is that if your battleship is leaking, with loose canon shuttling through the decks, the crew either drunk or fishing, then priority is to fix the leaks, tie down or throw overboard the loose canons, and so on.
But the repairs only make any sense if, at some time, you're going to sail your battleship into the face of the enemy, guns blazing.
Pope Francis has judged that that moment is imminent.
